A major operator modernizes its SMS infrastructure

Telefónica Chile (TMCh), a leading telecommunications provider in Latin America, set out to modernize its legacy SMS messaging infrastructure to improve cost efficiency, scalability, and service quality. The objective was to migrate 100% of SMS traffic to Hacom’s eMessaging SMS Suite without service disruption while adding anti-fraud capabilities and geo-redundancy.

The project was completed from May 2024 to January 2025, with 90% of traffic migrated in 2024 and the remaining 10% completed in early 2025 due to operational freeze periods.

Note: Telefónica Chile has since been acquired by Tigo and rebranded accordingly.

The Challenge

Replacing a live SMS platform at scale with zero room for error

Replacing a live SMS platform at operator scale is a high-risk transformation. TMCh needed to move all traffic off its legacy environment while preserving continuity for subscriber and enterprise messaging services, and at the same time improve platform resilience and reduce fraud exposure.

The project also had to be delivered faster than a typical migration cycle. The benchmark was an estimated 12-month implementation window, while TMCh needed a tighter execution timeline with tightly controlled migration risk.

Why Hacom

Three technical differentiators that made a difference

Active-active architecture from day one.

The eMessaging Suite’s native active-active design allowed Hacom to run both the legacy and new platforms simultaneously, enabling a controlled, phased traffic cutover across four migration windows – each validated jointly by Hacom engineers and TMCh’s security and operations teams before traffic was transferred.

Geo-redundant deployment as standard.

Hacom committed to a dual-site deployment (Chiloe and Independencia) activated from initial go-live, giving TMCh automatic failover resilience from the moment the first traffic window was cut over.

Built-in A2P fraud and anti-spam capabilities.

Rather than requiring a separate integration phase, Hacom’s anti-fraud and anti-spam modules were activated as part of the core migration – delivering new A2P monetisation controls in the same deployment cycle.

The Solution

Hacom deployed the eMessaging SMS Suite in a dual-site configuration across Chiloe and Independencia, creating a geo-redundant active-active architecture designed for resilience and failover readiness. This approach allowed the migration to proceed without requiring changes to TMCh’s existing interconnection platforms, which reduced complexity and lowered implementation risk.

The migration was executed in four controlled windows with joint validation between Hacom and TMCh’s security and operations teams. That phased approach enabled 90% of traffic to be migrated ahead of the final completion phase and helped maintain stable service throughout the transition.

The migration improved SMS delivery success to 99.5%, cut implementation time in half versus the estimated benchmark, and remained transparent to end users with no service interruptions reported. It also gave TMCh stronger visibility into errors and performance through real-time monitoring and protocol-level logs, while establishing a more scalable messaging platform for future growth.
