EU ALIGNMENT WITH GLOBAL PUBLIC WARNING STANDARDS
As of June 21, 2022, all European Union (EU) Member States were legally required to implement Article 110 of the European Electronic Communications Code (EECC), requiring the deployment of public warning systems utilizing telecommunications networks. However, as of 2025, many countries still have not fully met this obligation. The lack of effective public warning systems puts millions of people at risk during emergencies such as natural disasters, terrorist attacks, and industrial accidents. The European Emergency Number Association (EENA) has urged Member States to speed up the rollout of modern, mobile-based alert systems. These systems are not only essential for legal compliance but also critical for saving lives.
- Aligning national systems with both EU directives and international standards remains imperative in 2025 for improving public safety and ensuring coordinated emergency responses across borders. Implementing advanced technologies like Cell Broadcast not only fulfills legal obligations but also strengthens governments’ commitment to protecting citizens during crises.
- The revised recommendations highlight the strategic importance of interoperable, real-time alerting systems that can reach populations across borders and multiple communication platforms.
- This update reflects a global shift toward robust, scalable, and resilient warning solutions, reinforcing the urgent need for European governments to keep pace with evolving standards to guarantee compliance, effectiveness and public safety.
EU Alignment with Global Public Warning Standards (2025 Outlook)
As part of the European Commission’s Rolling Plan for ICT Standardization, efforts continue to strengthen emergency communication frameworks across Member States. A key development in this area is the ongoing revision of ITU-R Recommendation BT.1774-2 by ITU-R Working Party 6A.
This international recommendation covers the use of satellite and terrestrial broadcast infrastructures, including Cell Broadcast technology, to support public warning, disaster mitigation, and relief operations.
OUR APPROACH TO PUBLIC WARNING
In light of increasing natural disasters, terrorist attacks, and health crises, many governments are now mandating mobile network operators to deploy Public Warning Systems (PWS) to safeguard their citizens. The EU has established a deadline of June 2022 for member states to implement PWS that can effectively reach end-users within affected areas.
Hacom Technologies understands that effective emergency management requires more than simply broadcasting messages. Our solutions extend beyond initial alerts to include:
- Population movement tracking
- Delivery confirmation
- Follow-up targeted messaging
- Real-time monitoring capabilities
This comprehensive approach empowers emergency services with the tools and information needed to manage complex situations effectively.
TWO COMPLEMENTARY SOLUTIONS
Cell Broadcast
- Alerts sent to millions in seconds
- Not affected by network congestion
- No user interaction required
- Multi-channel broadcast capabilities
- Standards-based implementation
Traceable Disaster Alerts
- Count of subscribers in the affected area
- SMS delivery with confirmation reports
- Population movement monitoring
- Alert targeting for people entering or not leaving risk areas
- Works with 100% of mobile devices
HACOM CELL BROADCAST
Our Cell Broadcast solution is a location-based mobile network service that delivers alerts to all phones connected to selected cells within a network.
Defined by ETSI and 3GPP standards, this system:
- Delivers messages even during network congestion
- Reaches millions of users simultaneously
- Operates effectively during disasters when networks are typically overloaded
- Includes inbound roamers automatically
- Displays alerts prominently on device screens requiring acknowledgement
The system consists of:
- Cell Broadcast Centre (CBC): Deployed in the mobile network to manage message distribution
- Cell Broadcast Entity (CBE): Sophisticated alert management system for creating and scheduling messages
Compatible with 2G, 3G, 4G, and 5G networks, our solution connects seamlessly with digital television, social networks, and WEA systems to provide multi-channel alerting capabilities.
HACOM TRACEABLE DISASTER ALERTS
Our Traceable Disaster Alerts solution enhances emergency response through mobile location technology combined with SMS integration.
This system enables:
- Identification of all mobile devices in an emergency area Real-time monitoring of population movements
- Audit trails of message reception
- Targeted follow-up messages to specific users
Key advantages:
- Works with 100% of mobile phones worldwide, including basic feature phones
- Users cannot opt out or disable these alerts
- Requires no handset modifications or significant infrastructure changes
- Operates through prioritized SMS traffic channels that function even during high network loads
The solution includes three main components:
- Emergency Geo Control: Browser-based application for defining target areas and managing messages
- Emergency Alert Manager: Orchestrates the disaster alert process and interfaces with network elements
- Passive Data Collector: Gathers non-intrusive location data from the mobile network
ENABLING NATIONWIDE EMERGENCY READINESS WITH HACOM’S PWS
Hacom Technologies partnered with a national government to implement a comprehensive Cell Broadcast-based Public Warning System (PWS). The goal was to modernize emergency communication capabilities and enhance resilience against natural disasters such as earthquakes, hurricanes, and wildfires, all while upholding strict privacy standards.
Challenge
The government faced several key challenges:
- High exposure to natural and climate-related hazards
- Fragmented emergency communication channels
- The need for a privacy-respecting, scalable alert mechanism compatible with national telecom networks
Solution
Hacom deployed its Traceable Disaster Alerts system, which delivered:
- Full Cell Broadcast integration across major mobile network operators
- Real-time, geo-targeted alerts without requiring personal data or user registration
- Seamless integration with existing civil protection and emergency response platforms
- An intuitive, secure interface for issuing alerts at national and regional levels
The system is fully aligned with international standards and supports cross-agency collaboration in real time.
Results
- Nationwide operational readiness achieved within a few months
- Actively used during seismic and severe weather events
- Fully compliant with global frameworks (ETSI, CAP, ITU-R)
- Improved coordination across emergency agencies
- Strong public trust due to its reliability and data protection by design
Our successful deployment demonstrates Hacom’s proven ability to deliver scalable, secure, and interoperable alerting systems, serving as a benchmark for countries seeking to enhance public safety while complying with evolving legal and technological requirements.
